Summary of the contracting process

The ongoing procurement process, initiated by the Secretary of State for Health and Social Care, through the UK Health Security Agency (UKHSA), aims to centralise the procurement and distribution of adult flu vaccines. This initiative falls under the goods category within the healthcare industry, specifically focusing on vaccines as per the CPV classification 33651600. The project is currently at the tender update stage, with a major amendment in April 2026 indicating the commencement of centralised procurement and distribution would potentially begin in the winter of 2029/2030, ensuring ample preparation time. The procurement involves consultations with primary care representatives to stabilise market impacts, and efforts are aligned with the NHS Vaccination Strategy (2023). The UKHSA, located at 10 South Colonnade, London, serves as the buyer overseeing this project.

This procurement presents significant opportunities for businesses involved in vaccine manufacturing, wholesaling, and medical logistics. Companies with a licensed adult flu vaccine or those developing such vaccines can tap into potential growth by engaging in the proposed centralised framework. Medical logistics providers, both wholesale and distribution, stand to benefit from streamlined engagements and potential market expansion. To participate, interested parties are encouraged to engage with the UKHSA’s pre-market activities and consultations via the Atamis eTendering system. This approach enables businesses to expand their presence in the UK healthcare sector while contributing to the ongoing improvements in flu vaccine distribution models.

Centralised Adult Flu Procurement

Notice Description

Central Adult Flu Vaccine Procurement and Distribution Project Update To Industry.

Lot Information

Lot 1

UKHSA, as the potential Contracting Authority, are leading the pre-market engagement activity with the purpose to:
* Gain a better understanding of the 'as-is' adult NHS flu programme from the perspective of vaccine manufacturers and wholesalers
* Understand what impact centralising the procurement and/or supply of adult flu vaccine would potentially have on the market including current capability and capacity; options under consideration include
o Procuring Adult Flu Vaccines using a Centralised Framework Contract
o UKHSA Procuring Adult Flu Vaccines and maintaining existing supply and distribution methods
o UKHSA Procuring Adult Flu Vaccines and ingesting supply centrally for distribution
o Maintaining the status quo

* Explore any potential barriers, opportunities, benefits or risks there may be with a central procurement and/or supply approach.
* Have an open dialogue with the market to ensure a full understanding of the future landscape.
The market engagement will take the form of a questionnaire available via our e-procurement system, which you will be asked to complete and return. Once returned, you may be invited for a 1:1 meeting with the project team to discuss your answers and provide clarification. It is anticipated that these meetings will take place during November/December 2024.

Who would we like to hear from?
We are keen to engage with those suppliers who already have a licenced adult flu vaccine and/or have experience of the UK adult flu market, who have an adult flu vaccine in development, or who may have an adult flu vaccine in their future product development pipeline, and with medical logistics providers both wholesale and distribution.
