Summary of the contracting process

The Highland Council (THC) is inviting tenders for the re-development of Broadford Primary School on the Isle of Skye, with construction set to begin on land next to the current school site. The development will adhere to Passivhaus design principles to align with Scottish Government energy targets, and will include a Highland Council Service Point, a High Life Highland Library, and an enlarged games hall for community use. The project will be executed under a 2-stage tender procurement process, with electronic submissions due by 27 November 2024 and invitations for the second stage expected on 13 January 2025. Sellers looking to engage in public works with a focus on community and sustainability will find this opportunity rewarding.

This tender presents exceptional opportunities for construction and architectural firms experienced in educational infrastructure and sustainable design. Additionally, firms with a capability of handling community integration elements within a project will find this tender well-suited to their strengths. The successful contractor for Broadford Primary School may also be considered for an upcoming similar development in Dunvegan, placing selected businesses in a strong position for future growth and long-term engagement with THC. Companies proficient in fulfilling stringent energy targets and community benefits criteria will have a competitive advantage. This procurement offers a pathway for businesses to benchmark their capabilities and enhance their portfolios by contributing to significant regional development projects.

"description": "The Highland Council (THC) is re-developing the primary school at Broadford, Isle of Skye. The new Broadford Primary School (PS) will be built on Highland Council land adjoining the existing school site, and will follow Passivhaus design methods to aid meeting Scottish Government energy targets. The new school includes the following community elements: * Highland Council Service Point, * High Life Highland Library, and * Enlarged games hall (2-court) to allow for local community use through School Lets process. The new Broadford school with Library and Service Point, will sit within the centrally located Broadford Community Campus that comprises the existing Broadford Village Hall, an existing community grass football pitch, a community play area, and an area earmarked for a new community-funded all-weather pitch (AWP) and changing pavilion. The Library and Service Point will co-locate to the centrally located new school building from the current leased property which is on the outskirts of Broadford. A second new build primary school is being considered for Dunvegan, Isle of Skye. Approval for this new build construction is currently going through due process. If the new primary school for Dunvegan is approved to go ahead, it would be programmed to commence some 3 to 4 months behind construction of the new Broadford primary school. Both schools are of similar design and so the possibility exists, that the selected Contractor for this Broadford primary school project will be considered for pricing the Dunvegan Primary School project. This will only be considered should the selected Contractor be able to demonstrate they are able to price for the Dunvegan primary school project at a pricing level which is similar or below the Broadford primary school pricing levels.
