Summary of the contracting process

The procurement process for the "Road Lighting Materials Framework 2025-2029" is being conducted by Westmorland and Furness Council, with the aim of establishing a framework of suppliers to provide road lighting materials essential for their ongoing replacement programme. Classified under the industry category of "Electrical machinery, apparatus, equipment and consumables; lighting," this procurement seeks to deliver goods to various depots within the UKD12 East Cumbria region. The procurement method being employed is an open procedure, and the procurement stage is currently in the award phase following an update on the framework agreement as of 28th April 2025. The previously awarded contractor, Lucy Zodion Ltd, withdrew from the contract, keeping opportunities open for other suppliers. The framework spans a four-year period, from 2025 to 2029, and covers multiple lots, with each contract being a significant financial venture valued at approximately £3,000,000 each.

This road lighting materials framework creates substantial opportunities for business growth, particularly for SMEs specialising in street-lighting equipment, LED luminaires, and associated materials. The framework agreement is well-suited for companies that aim to supply durable and compliant materials for the council's lighting infrastructure projects. Offering active contracts in multiple lots, businesses can leverage this framework to gain a foothold in the public sector arena while contributing to regional infrastructure developments. Companies such as Kingfisher Lighting Ltd and DW Windsor are examples of SMEs that fit the profile to compete successfully by delivering innovative and reliable lighting solutions, thus enhancing their portfolio and market presence through successful engagement with this framework.
