Summary of the contracting process

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, has completed the procurement process for a Quality Management Software for Clinical Diagnostics and Therapeutics. This initiative falls under the health category and targets services such as software programming and consultancy (CPV code 72210000). The procurement, located in Cardiff, United Kingdom (UKL22), culminated in the award of the contract on 31st October 2024. The procurement process used a limited method due to technical reasons, and Ideagen Gael Ltd was selected as the supplier for the project valued at £404,623.94. The contract was signed for a duration of five years in order to ensure cost-effectiveness and regulatory compliance for Cardiff and Vale Health Board's cloud-based solution needs.

This tender presents significant opportunities for businesses specialising in packaged software products, particularly in the health sector. Companies offering innovative solutions in quality management and those with expertise in integrating document management systems within clinical and diagnostics environments are well-suited to engage in similar procurements. The completed contract standardises software usage across multiple clinical directorates, supporting laboratory medical, clinical haematology, radiology, and medical physics departments, enhancing overall efficiency and standardisation within the Health Board's operations.

Notice Title

Quality Management Software for Clinical Diagnostics and Therapeutics

Notice Description

The software integrates the department's existing processes by using a comprehensive document management system that allows departments to identify and rectify any issues before they arise.

Lot Information

Lot 1

Within the Cardiff and Vale Health Board sits the Clinical Diagnostics and Therapeutics Clinical Board that consists of seven directorates which provide a wide range of diagnostic and therapeutic procedures on a local, national and UK-wide basis. These core services collectively underpin and are the core components of almost every aspect of clinical activity undertaken within the Health Board. There are four directorates within CD&T that are wanting to procure a quality management software so to standardise their software across the board. This would include Laboratory Medical department, Clinical Haematology Department, Radiology and Medical Physics. By using this software across the board, it will create a standardisation allowing the CD&T board to access their quality management software on one portal. Whilst there is a route to market via a framework through a Direct Award, the Health Board would be restricted to a 3 year contract. After negotiating with the supplier during the market research, the Health Board was able to commit to a 5 year contract, allowing a further cost avoidance overall.

Procurement Information

To ensure regulatory compliance, it is required for Cardiff and Vale's data to be move to a cloud based solution. The Health Board's compliance hinges on having a robust system for capturing all information required to retain regulatory accreditation. Uploading the historic information to a new platform would not be feasible and puts the Health Board as risk.
