Summary of the contracting process

The Lewisham and Greenwich NHS Trust is seeking to subcontract services for the provision of Urgent Treatment Centre (UTC) services in the London Borough of Bexley under the Provider Selection Regime (PSR). The tender process, classified under CPV 85121100 for general-practitioner services, involves identifying the most suitable provider to partner with the Trust. Key dates include the standstill period ending on 26th November 2024, with the intention to award notice already published. The overall contract, estimated at approximately £4 million for a minimum of 3 years, is subject to the specifications of the main contract to be issued by South East London Integrated Care Board (SEL ICB). This procurement, categorized under services, follows a limited method without prior publication of a call for competition.

This tender opens substantial business growth opportunities, particularly for organisations with expertise in healthcare service delivery, integration, and community-based health interventions. Companies experienced in working within partnership frameworks like the Bexley Wellbeing Partnership and those with a demonstrable track record in primary care innovation, reducing health inequalities, and providing sustainable, integrated services will have a competitive edge. Not–for–profit social enterprises that reinvest surplus income into community initiatives will also be highly regarded, reflecting the procurement's emphasis on social value, service quality, and innovation. This contract offers SMEs and organisations adept in collaborative healthcare delivery a unique chance to expand their service reach and impact within the community.

When considering the key criteria the Trust has prioritised the following criteria: * integration, collaboration and service sustainability * improving access, reducing health inequalities and facilitating choice And then balance the following criteria equally in it's assessment: * quality and innovation * value * social value. The provider the Trust has identified as the Most Suitable Provider in the event that the Trust issues as subcontract for these services is due to the following rationale: 1. integration, collaboration and service sustainability * Active part of Bexley Wellbeing Partnership, comprising of 17 organisations. * Evidence of initiatives that have developed and deployed pathways which have reduced UTC attendances and avoided delays in patient care. * Demonstratable evidence of working locally within the Bexley Partnership to deliver integrated services * Enabled digitally to work collaboratively * Evidence of sustainable workforce sufficient to provide evidence of service sustainability. 2. improving access, reducing health inequalities and facilitating choice * Clear evidence of primary care services that are currently delivered to facilitate choice and access to all patient groups. * Working with local care networks to deliver bespoke services to target particular communities. Specific examples of where this has helped tackle health inequalities was clearly evident. 3. quality and innovation * Demonstrable experience in similar primary care settings * Experienced and suitably skilled leadership team * Currently deliver community same day service within PCN * Demonstrable experience of working across GP Federations in SEL. 4. value * Not for profit community interest group - whilst details on costs are limited until the SEL ICB publishes the financial envelope, evidence that surplus income is reinvested in community supported this criteria. 5. social value. * Evidence of working with voluntary sector and reinvesting surplus income in to local community.",
