Maths for everyday life - debt. This is for delivery of basic numeracy skills courses for those aged 19 years and over who do not hold a formal maths qualification. The courses are designed in a way to reduce education inequalities within communities and to reduce barriers to entry. These courses will be delivered within communities in the hope that the fear around education is reduced and that people's confidence will grow and strive to gain a qualification. This notice is to advise that the Council intends to make a modification to the current Community Advice in Ards and North Down contract.

Procurement Information

The Community Development Service within Ards and North Down Borough Council were successful in their bid for funding from the Department of Economy for PS79,800 to deliver a programme on Maths or Everyday Life - Debt. This programme will deliver basic numeracy skills for those aged 19 years and over who do not hold a formal maths qualification. The Council already has a contract for the delivery of Community Advice which includes debt management. This contract is mainly funded by the Department for Communities. The contract provider, Community Advice Ards and North Down (CAAND) provide debt advice and are perfectly placed within the community to deliver additional courses themed around maths support with the learning outcome being managing debt. Therefore, the Council intends to modify this contract and ask CAAND to deliver this programme. The proposed modification is in accordance with Regulation 72 of the Public Contracts Regulations 2015. In particular, the Council is content that the modification is permitted under Regulation 72(1)(c) where all of the following conditions have been fulfilled-- (i)the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen; (ii)the modification does not alter the overall nature of the contract; (iii)any increase in price does not exceed 50% of the value of the original contract or framework agreement.
