Summary of the contracting process

The procurement process involves National Highways awarding a contract for the "ALLOY LIGHTING MANAGEMENT SYSTEM 24-25" project in the industry category of data-processing services. This contract focuses on the implementation of the Causeway Alloy cloud-based Asset Management System for managing street lighting inventory data across the UK. Initiated as a tender and now in the awarding stage, the contract was signed on 21st September 2024. This procurement follows a limited method without prior publication, justified by the need for a rationalised Asset Management Systems strategy. The total contract value is £185,125 GBP.

Notice Title

ALLOY LIGHTING MANAGEMENT SYSTEM 24-25

Notice Description

Most street lighting on NH's Network is un-metered, which means that electricity supplier billing (approximately PS40m per year) is based upon lighting inventory data. Estates & Facilities introduced Alloy in 2020 as a replacement to the legacy Street Lighting Database (SLD). This was to address resilience and functional concerns regarding the continued use of SLD. Alloy is used to manage and administrate changes to the company's lighting asset inventory data. For example, accurate reporting of LED lighting installation will result in lower carbon usage and reduced energy billing costs. It is also the initial data source for results from the national streetlighting survey currently ongoing, it is critical this service can continue.

Lot 1

Implementation of Causeway Alloy cloud based Asset Management System for the provision of a Lighting Management System

Procurement Information

National Highways have identified that a rationalisation for Asset Management Systems strategy is required and awarding a 1+1 year contract to continue is crucial for achieving the Asset Management Transformation Programme which is inflight. Work is being undertaken within National Highways to rationalise the future state of portfolio of the Asset Management Systems (AMS). National Highways current AMS portfolio is complex and asset-class-based which leads to a fragmented view of assets.
