Summary of the contracting process

The procurement process for the supply of multiple sclerosis medicines to NHS Scotland has recently concluded, with the awarding of contracts valued at over £48 million. The purchasing entity, The Common Services Agency, better known as NHS National Services Scotland (NSS), conducted an open procedure to establish a framework agreement which is active as of April 2025. This framework covers a duration of twenty-seven months with an extension option of up to twenty-one additional months. Operating from Edinburgh, this engagement falls under the pharmaceutical products category, focusing on goods distribution across all entities pursuant to the National Health Service (Scotland) Act 1978. The procurement process, now in the award stage, involved multiple lots and the contract signing occurred in April 2025.

This tender presents substantial opportunities for large-scale pharmaceutical companies, particularly those capable of fulfilling strict technical and quality requirements along with competitive pricing strategies. Given that the awarding criteria heavily favoured price, with a 95% weighting compared to a 5% allocation for quality considerations, businesses adept at providing cost-effective solutions without compromising on technical and regulatory compliance stand to gain significantly. Moreover, the procurement accommodates a framework structure allowing multiple suppliers, thus opening avenues for collaboration. Companies with established operational bases in or around the UK or those looking to expand within the NHS framework may find this procurement beneficial for broader market penetration and long-term growth.
