Summary of the contracting process

North Lanarkshire Council is seeking a contractor for a Measured Term Contract (MTC) focusing on the design and installation of solar photovoltaic (PV) panels and renewable technologies across council-owned domestic properties within the North Lanarkshire area. This procurement falls under the construction industry category and specifically covers works related to house construction. It was initiated with an open procedure and recently completed the award stage, with successful bids secured by Sureserve Energy Services UK for Lot 2 and Saltire Facilities Management Ltd for Lot 1. Key dates in this procurement include the award date on 3 July 2025, and the deadline for questions on 17 February 2025. The contracts span from 2025 to 2030, fostering the deployment of innovative green technologies such as air source heat pumps and EV charging ports across multiple domestic tower blocks in Motherwell.

This procurement presents significant opportunities for businesses specialising in construction and renewable energy technologies. Companies with capabilities in solar panel installation, electrical battery storage, low-carbon technologies, and energy innovation are ideal candidates. Participating businesses can leverage the contract's emphasis on community benefits, sustainability, and health and safety standards to enhance their growth potential and strengthen their market position. Large-scale enterprises like Saltire and Sureserve exemplify candidates capable of delivering the outlined services, but there are also substantial opportunities for small and medium-sized enterprises (SMEs) to engage, especially those with robust technical, economic, and financial standings, and relevant industry certifications such as NICEIC or SELECT registration. The contract promises growth through substantial economic activity, with a combined financial value of £50 million, encouraging providers to join forces and expand their offerings in renewable energy solutions, thereby contributing to carbon reduction and net-zero goals within the region.
