Summary of the contracting process

NHS Wales Shared Services Partnership Procurement Services, hosted by Velindre University NHS Trust, established an all-Wales framework for medical respiratory and ventilator consumables and accessories. CPAP masks, bonnets and cannulas went to 15 suppliers at £1,311,003.89. Tubing went to Sefam Medical at £1,723.44; PEEP valves to Intersurgical at £625.16; ventilator consumables and accessories to seven suppliers at £704,684.29; and home sleeping testing devices to eight suppliers at £20,026.59. Evaluation was price-only for lots 1, 2, 5 and 6; tubing used 10% technical quality and 90% price, while PEEP valves used the published technical-quality and price criteria.

This outcome shows sustained NHS Wales demand for specialist respiratory and sleep-therapy supplies delivered through a multi-supplier framework. Suppliers need products compatible with CPAP and ventilator equipment, covering devices, masks, bonnets, nasal cannulas, tubing, PEEP valves, accessories and home sleep-testing systems. The award attracted 19 bids for every lot, including 15 bids from SMEs for each lot, so credible smaller manufacturers, distributors and specialist healthcare suppliers can compete alongside large medical technology businesses. Strong technical evidence is particularly important for tubing and PEEP valves, where quality formed part of the evaluation, while competitive pricing was decisive for the other categories. Businesses should be able to support NHS-wide supply, electronic ordering, bilingual procurement requirements in English and Welsh, and reliable distribution across Wales. The framework structure also favours suppliers able to maintain product compatibility, availability and service across a broad health-board customer base.
