The Concessionaire will be required to make all necessary commitments and investments, resources, financial or otherwise, to work in partnership with the Council to establish the Frameworks and will not receive any consideration or payment from the Council for the whole of the services to be delivered under the awarded Concession Contract. In consideration for the Council awarding a Concession Contract to the Concessionaire to let, market and manage the Frameworks, a concession fee will be payable by the Concessionaire to the Council. The concession fee is in return of the Concessionaire commercially managing and deriving a commercial income from the Frameworks.",
