714041451 - Provision of MANDRIL software support and training-Voluntary Transparency Notice The Situational Awareness Command and Control Delivery Team, part of Defence, Equipment and Support (DE&S) within the UK Ministry of Defence, intends to place a new single source Contract with Leidos Innovation UK Limited for the purchase of 36 months Software Support to the 2x MANDRIL Licences and MANDRIL user Training course held by SACC DT. Please note this Contract has not yet been placed. This VTN is for transparency purposes only.

The Situational Awareness Command and Control (SACC) Team, part of the UK Ministry of Defence (the Authority), has undertaken a CAT B bulk procurement exercise of 200+ new MIDS JTRS Link 16 terminals for UK Forces at Sea, on Land and in the Air to remain compliant with NATO and Coalition Theatre Entry Standards. In order to provide technical support to terminal integration and continued fault finding, a continuance of support is required to maintain the existing MOD owned MANDRIL licences to the latest build state. The Authority intends to award a Contract to Leidos Innovation UK Limited for the purchase of 36 months Software Support to the 2x MANDRIL Licences and MANDRIL user Training course held by SACC DT, for a value of PS97,500 ex VAT. In accordance with Regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provision of The Defence and Security Public Contracts Regulations (DSPCR) 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). It is considered that the award of the Contract without prior publication of a contract notice in the UK e-notification service (in accordance with the relevant legislation) is lawful in accordance with Regulation 16(1)(a)(ii) of the DSPCR 2011 for technical reasons. MANDRIL software support will enable SACC DT personnel to conduct analysis network and terminal activity which in turn will aid Platforms with MIDS JTRS Integration, fault rectification and SACC DT laboratory testing in acceptance of CMN4 terminals. MANDRIL provides TDLSU and Portsdown Technology Park (PTP) the ability to analyse data output from the MIDS JTRS terminal. Leidos Innovation UK Limited is Original Equipment Manufacturer (OEM) and is the sole owner of the Intellectual Property Rights of the MANDRIL software, only they hold the technical information, tools and technical expertise required to provide the in-service software support. The support cannot be performed without access to this technical expertise.
