Summary of the contracting process

Birmingham City Council has recently completed the procurement process for metering and billing services aimed at enhancing housing communal areas across its heat network portfolio of 31 sites and approximately 1,500 properties. This procurement falls under the services industry category, specifically focusing on "Repair and maintenance services of gas meters" (CPV code: 50411200). The process followed an open procedure, covering the geographical location of Birmingham (Region: UKG31), and the contract was awarded through an open tender with Sycous Limited being the successful bidder. Significant dates include the contract signing on 4th April 2025, for an anticipated value of GBP 1,604,000. Initially tendered on 12th February 2025, the tender submissions closed on 21st March 2025, marking the transition from the tender stage to the award stage.

This project presents substantial opportunities for businesses specialising in metering and billing services, especially those capable of delivering reliable PAYG (Pay-As-You-Go) and transferable solutions. With an emphasis on quality (60%) and cost (40%) as award criteria, companies with a strong focus on innovative and customer-focused service delivery in utility management stand to benefit from future extensions potentially extending the contract period for up to an additional five years. Additionally, the requirement for comprehensive installation, ongoing service provision, and equipment maintenance creates ongoing business development possibilities for firms servicing regional authorities and similar public entities, reinforcing the value for SMEs particularly adept in utility services management.
