The CIPC service will provide specialist advice and support to a range of settings, including social care, nursing and residential care homes, schools, and nurseries. The service will also be responsible for outbreak management, conducting audits, and providing training to health and social care staff. Regular reporting and data exchange with the local authority and other key partners are essential components of the service. The CIPC service will also engage in strategic planning and collaboration with local and regional health protection partners to enhance infection prevention and control efforts. Key Service Deliverables: Preventative Deliverables: Training and Education: Providing targeted support, training, and advice to prevent infectious diseases in various settings, including social care, nursing and residential care homes, intermediate care facilities, and schools/nurseries. Antibiotic Resistance: Collaborating with system partners to reduce the burden of antibiotic resistance within the local health and social care economy. Risk Education: Facilitating education on risks associated with health and social care service delivery through training, audits, and implementation of learning from incident investigations. Reactive Deliverables: Outbreak Management: Providing specialist advice and support during infectious disease outbreaks in the community. Flexible Response: Offering evidence-based responses to new and emerging infections and providing surge response for community-based outbreaks and incidents. Liaison: Working with the UK Health Security Agency (UKHSA) and local authorities to manage outbreaks as part of an integrated outbreak management response. Reporting and Data Exchange Daily Situational Reports: Providing daily updates to the Authority and key partners. Quarterly Activity Reports: Including summaries of training delivered, outbreak management, inbound calls managed, audits conducted, and incident investigations. Financial Monitoring: Providing quarterly financial monitoring reports to the Authority. Strategic Role Outbreak Response: Coordinating local responses to borough-wide outbreaks in partnership with UKHSA and Bolton Public Health team. Policy Development: Supporting and advising on the development and updating of infection control policies, protocols, and procedures. Training: Developing and providing infection prevention and control (IPC) training to health and social care staff, especially those in nursing, residential, and domiciliary care settings. It is the intention to award this contract using the direct award process C. The lifetime value of this contract is PS1,088,440 over a period of 3 years between 01/04/2025 and 31/03/2030

No conflicts of interest were declared. The award decision makers are members of the Public Health Commissioning team. The submission was assessed and the provider selected against the following key criteria : * Quality and innovation * Value * Integration, collaboration, and service sustainability * Improving access, reducing health inequalities, and facilitating choice * Social value Bolton Foundation Trust as the incumbent provider, has satisfied the requirements of the current contract and will satisfy the new contract arrangements going forward. The team at Bolton FT are performing well, meeting the KPI's and are fully engaged with Bolton Public Health team. Regular performance management meetings with Bolton Public Health are positive and relationships are strong between senior leaders. In the Public Health Commissioning 360 review document, Bolton FT are RAG Rated Green and there are no historical or current concerns regarding performance. Bolton FT reach into the heart of Bolton's communities and have existing, established relationships with a range of care homes and children's settings. Bolton FT are based within the NHS sector and have access to systems and processes to allow them to respond quickly and mobilise into a range of settings at very short notice. Following a desktop review it has been identified that there is no other local provider who can provide the service within Bolton, who have cross-sector reach and who could take on this contract within the timescales identified. In addition, utilising PSR Direct Award C, it is the intention of the authority to enter into contract negotiations with the existing provider with no material differences in contract value or significant change to the service.",
