Summary of the contracting process

Kirklees Council is in the process of establishing a Dynamic Purchasing System (DPS) for external research services under the title "KMCCW-018 Research Services DPS". The procurement process, classified under the CPV code 79000000 encompassing business services such as law, marketing, consulting, recruitment, printing, and security, is geared towards replacing the existing research framework. This initiative is currently at the tender stage, and relevant procurement is classified as 'services'. The procurement method follows a restricted procedure, specified as a selective process. Interested suppliers need to submit their electronic bids by the tender period end date of 23rd February 2029 at 23:59 local time, covering services for the region UKE44, which includes Huddersfield in the United Kingdom.

This tender presents a myriad of business growth opportunities for qualified service providers in the sphere of business services. Organisations with strengths in consultancy, marketing, legal services, or security would be well-positioned to compete effectively. As the procurement process is conducted under a DPS framework, it allows for continuous entry of new suppliers, creating ongoing opportunities for businesses to become suppliers, thereby extending their client base and enhancing their market presence. By engaging in this tender, companies can align their offerings with the needs of Kirklees Council and potentially secure service contracts throughout the DPS lifespan, which is set for a substantial timeframe of 2,730 days without renewal options. Economic operators must meet specific suitability criteria to join, offering prospects to those compliant with the set regulations and prepared to utilise electronic systems for ordering and invoicing.

If an economic operator requires any additional information following this initial de-briefing, this should be requested from the address at Section I.1 of this notice. If an appeal regarding the decision to award a position on the DPS has not been successfully resolved, then the public contracts Regulations 2015(SI 2015/102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be started within 30 days beginning with the date when the aggrieved party first knew or sought to have grounds for starting the proceedings had risen. The Court may extend the time limited for starting proceedings where the Court considers that there is a good reason for doing so, but not so as to permit proceedings to be started more than 3 months after that date. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended and may award damages, make a declaration of ineffectiveness, order for a fine to be paid, and /or order the duration of the contract to be shortened. If however the contract has been concluded, the Court may only award damages or, where the contract award procedures have not been followed correctly, declare the contract to be ineffective.",
