Summary of the contracting process

The Bank of England has completed the award phase for its Technology Transformation & Delivery Framework (TDF) under a restricted procedure, focusing on IT services including consulting, software development, and support. This large-scale, multi-lot framework agreement spans four years, serving the Bank's Technology Directorate with services delivered both on-site in London and off-site as needed. Although the process saw no committed spend, the estimated value of each contract reached £180 million, signed on 20th October 2025. The procurement process adhered to legal frameworks and industry regulations and was designed to enhance the foundational technology systems crucial to the Bank's operations.

This framework agreement creates substantial opportunities for businesses specialising in IT services and consulting, particularly those capable of delivering innovative solutions for infrastructure, platform, enterprise, and data services. It provides a structured pathway for vendors like Accenture, Capgemini, and Cognizant to expand their project portfolios. Companies adept in cloud computing, AI, data management, and enterprise solutions are particularly well-suited for engagement, allowing them to influence influential sectors like banking and finance while fostering technological advancements. This represents a significant opportunity for large-scale companies seeking to solidify their presence and impact within the UK's financial technology landscape.
