Summary of the contracting process

The Belfast Harbour Commissioners (BHC) are inviting tenders for the provision of perimeter security guarding services at the Belfast Harbour Estate. This process is in the tender stage, with the deadline for submissions set for 31 March 2025. The contract is planned to commence on 1 January 2026, following a mobilisation period. The initial contract term is three years, with options for renewal for up to four additional one-year periods, making the maximum contract duration seven years. The procurement method is an open procedure, and the industry category is security services (CPV code: 79710000).

This tender represents a significant growth opportunity for businesses specialising in security services, including manned guarding, alarm-monitoring, guard services, and patrol services. Companies capable of providing versatile security solutions and scalable resources for marine security, cruise ship support, and public event security are well-suited to compete. The selected business will manage CCTV and Access Control systems and may need to provide rental equipment like a baggage scanner. Given the contract's extensive duration and scope, it could provide a stable revenue stream and visibility within the high-profile Belfast Harbour Estate.
