Summary of the contracting process

The NHS London Procurement Partnership, hosted by Guy's and St Thomas' NHS Foundation Trust, has recently completed the Payroll Services Framework, a multiple supplier framework agreement, effective from 18 August 2025 for a period of four years. This public procurement initiative, categorized under payroll management services (CPV code: 79211110), aims to streamline the administration of payroll, pensions, and related HR tasks throughout the UK. The procurement process, initiated through an open procedure, ensures a legally compliant framework accessible to a wide range of public bodies including NHS trusts, local authorities, and educational establishments. The framework agreement, with a value of £24,000,000, outlines conditions under which suppliers must operate, ensuring transparency and cost-effective service delivery for participating authorities.

This framework presents significant opportunities for business growth, particularly for organisations specialising in payroll management and HR services. It is especially suited for SMEs like CR Payroll Solutions Limited and Payroll Easy Group Limited, which have been actively awarded, alongside larger entities such as ELFS Business Services and University Hospitals Birmingham NHS Foundation Trust. By participating, businesses can leverage pre-established high-quality standards and a competitive field effectively promoting innovation and collaboration across public sector organisations. The absence of lots within the framework and established ceiling prices offers enterprises predictability and optimisation of service provision, driving efficiencies and potential for scaling operations within the public sector landscape.

Lot Information

Lot 1

NHS London Procurement Partnership (hosted by Guy's and St Thomas' NHS Foundation Trust) has established a Framework Agreement for the provision of payroll services. This framework is not split in to any Lots.

The framework for the provision of payroll services has the following expected business benefits:

Financial Benefits
The Framework has established ceiling prices that a supplier may not exceed when delivering services to any participating authority.
As much of the procurement work has already been done, NHS and wider public sector contracting authorities are able to save on time and costs associated with running a full procurement.

Rates
Suppliers have rate cards that provide a set of ceiling prices for the service available, which means organisations can have confidence regarding the maximum price they will pay for a service. This information can also be used to benchmark existing service provision and to enhance value for money.
Contracting authorities may also consider how they work together with other organisations in order to realise volume-based pricing.

Other Benefits
The Framework should reduce the administrative burden and reduce duplication of effort as standard service specifications and performance indicators have already been established.
The Framework ensures all the providers have achieved a minimum standard in terms of competence and financial viability
The breadth of services and the flexibility built into the framework enables contracting authorities to think more pro-actively about how they might outsource some of their back-office processes.

The framework agreement allows for both further competition and direct award to all awarded suppliers.

The framework agreement will go live from 18/08/2025 and will last for a period of 4 years.
