Summary of the contracting process

The London Borough of Haringey is spearheading the procurement of the London Construction Programme General Works Framework (MW25-GW), which focuses on construction work for a variety of buildings in London and the Home Counties. This framework, beginning in September 2025, spans five years and includes a multitude of construction activities such as new building projects, fire safety improvements, and retrofitting. The procurement, conducted under an open procedure, was in the 'complete' stage as of March 2026, with contracts signed on 24th December 2025. The framework is divided into 16 lots, with opportunities specifically crafted for differing contract values, providing avenues for public sector organisations to efficiently access construction services across multiple regions, including London, Hertfordshire, Essex, and the surrounding areas.

This extensive framework provides significant potential for business growth, particularly for small and medium enterprises (SMEs) in the construction industry. By allowing enterprises to bid on a maximum of two primary sub-lots along with additional sub-lots, it encourages broader participation and competitiveness. The inclusion of a reserve list and specific lot spaces for micro and small enterprises in various categories aims to foster increased involvement from these firms. Consequently, companies capable of delivering sustainable building solutions, fire safety services, and construction innovations stand an excellent chance to benefit from this framework, helping public sector bodies achieve their net zero commitments and improve their service delivery.

The London Construction Programme was established in 2012 by Haringey Council was, encouraged and supported by other London Local Authorities through London Councils, to develop a pan-London strategy to improve construction related procurement and establish a suite of collaborative contractual vehicles which public sector organisations can utilise.
