Summary of the contracting process

Network Rail Infrastructure Limited procured an eight-year civils examination framework for railway structural assets in Wales and Western. The work covers inspection, examination and reporting to assess structural condition, identify defects and support maintenance or repair decisions. Assets include tunnels, bridges, culverts, retaining walls, underwater structures, coastal and estuary defences and related ancillary structures. The procurement is complete and has been awarded through a selective competitive flexible procedure using a closed framework without reopening competition. Network Rail awarded Lot 1 to Inspire (Structures) Ltd on 14 April 2026 for £9,892,730 excluding VAT, with a gross value of £11,871,276. Lot 2 was awarded on the same date to Ground Control Ltd and XEIAD Ltd for £103,402,462 excluding VAT, with a gross value of £124,082,954. Both contracts were signed on 29 May 2026 and run from 1 July 2026 to 30 June 2031, with a possible 2+1 extension to 30 June 2034. Evaluation used 60% technical quality and 40% commercial cost or price. Lot 1 was for one consultant and Lot 2 for two, aligned to routes.

This award demonstrates sustained Network Rail demand for specialist examination and surveying of complex railway structures at substantial framework scale. Credible future suppliers will need strong technical capability in structural inspection, examination, condition assessment and reporting, covering tunnels and, where relevant, bridges, culverts, retaining walls, underwater assets, coastal and estuary defences and ancillary structures. Experience of identifying defects and informing maintenance or repair decisions for safety-critical rail infrastructure would be directly relevant. The procedure used a technical first stage to reduce bidders to five, followed by a tender weighted towards technical quality, so demonstrable competence and robust delivery methods matter alongside commercial pricing. The framework was suitable for SMEs, while the appointed suppliers were large businesses; collaborative delivery and specialist subcontracting may therefore be relevant.

The value of the notice is PS136,000,000.00 excluding to allow fo an unexpected spend which may be required through the framework. All spend is estimated and may vary depending on demand and requirements.

As we shape the next iteration of the framework, we are keen to engage with the market, understand supplier capabilities, and explore innovations that can drive efficiency, resilience, and sustainability. The event will take place on the 14th March between 1pm and 3pm at Swindon Steam Museum (address below) - Please note we have a limit of 120 at this event. Parking is available in the adjacent outlet centre car park, Steam Museum staff will issue delegates with a QR code which will enable free exit from the car park.
