Summary of the contracting process

The Board Impact and Improvement Programme, initiated by NHS England, is a comprehensive venture aimed at enhancing board capabilities across the service for continuous improvement and efficiency. Located in London and Leeds, NHS England is seeking innovative solutions under the "Education and Training Services" industry category. The programme is structured to design, develop, and test improvement strategies over a three-year span, with a focus on collaboration among various health systems. The contract was awarded to Deloitte LLP, London, effective from 12 March 2026 until 11 March 2029, with an option for a year-long renewal. As an open competitive flexible procedure under the "services" procurement category, the project has attracted attention due to its strategic importance and substantial budget, with a gross value of over £15.6 million.

This procurement presents a significant opportunity for businesses that specialise in management and leadership training, health training services, and operational efficiency. Large corporations like Deloitte LLP have already seen potential in this project, as evidenced by their successful bid, but it remains a viable opportunity for SMEs and VCSEs. Companies skilled in creating efficient collaborative frameworks and capability building at a board level will find this programme particularly fitting. The competitive bidding process encourages the integration of quality, social value, commercial pricing, and presentation excellence, making it a fertile ground for innovative businesses looking to expand within the public sector. With NHS England's expansive reach and clear procurement method, businesses can establish long-term relationships and contribute to nation-wide improvements in healthcare management structures.
