Summary of the contracting process

Ordnance Survey Limited is initiating a procurement process titled "Purchase of Carbon Credits Survey", focused within the environmental services sector. This preliminary stage of planning is set in Southampton, UK, and aims to gauge market readiness and interest. The procurement process is spearheaded by OS to support their commitment to achieving Net Zero by 2050, with potential acceleration of this target. Interested parties are to engage via an online survey accessible through the Ordnance Survey InTend platform by 4th April 2025. The subsequent call for tenders is anticipated to be published by 1st November 2025, with contracting scheduled to commence from 1st January 2026 through to 1st January 2031.

This tender presents substantial opportunities for businesses specialising in carbon offsetting solutions, environmental consultancy, and compliance management. SMEs with capabilities in portfolio management services and the purchase of CO2 emission credits will find suitable prospects. The procurement involves potential direct investment into carbon offset projects or contracting through a Managed Service Provider to manage carbon credits compliance and risk on behalf of OS. This initiative is an excellent growth avenue for businesses aiming to expand their footprint in the growing market of environmental services and sustainable practices.

Notice Title

Purchase of Carbon Credits Survey

Notice Description

As a Public Corporation, OS is committed to achieving Net Zero by 2050 in light with UK Government. OS is also investigating the potential to advance this target date and is seeking to understand what that would look like with respect to earlier offsetting of residual emissions which cannot be further reduced at that time. OS wants to understand what the carbon offsetting market currently looks like, the opportunities for investment, and how integrity and risk management can be achieved. OS are interested in understanding two options for the purchase of carbon credits. Firstly, via direct investment into a carbon offset project, and secondly by contracting with a Managed Service Provider (henceforth denoted MSP). An MSP would have the role of sourcing and managing compliance, risk and integrity of carbon credits on behalf of OS. We are open to understanding more about what this contracted service would look like.
