Summary of the contracting process

The Education Authority NI procured the supply and delivery of fresh poultry products for schools and other educational and support bodies across Northern Ireland. The requirement covers primary and post-primary schools, nursery and pre-school settings, special and integrated education, further-education colleges, educational centres, youth centres and related public education organisations. Products are poultry and other fresh meat products for school meals kitchens and other participating establishments. This is a goods procurement, with delivery throughout Northern Ireland. The arrangement is intended to support the Education Authority and participating Northern Irish educational bodies, while allowing the authority to review product ranges and specifications and introduce additional products during the contract. The requirement was structured as one region-wide supply arrangement so that all locations receive consistent products, quality and pricing from a single logistics operation.

The procurement is complete and the contract was awarded to Henderson Foodservice Limited on 29 July 2025. The award and contract value is £17,500,000. The contract was signed on 11 August 2025 and runs from 12 August 2025 to 31 March 2027, with extension options of up to 36 months, to a maximum end date of 31 March 2030. It was a single-lot, above-threshold open procedure, with tenders submitted electronically. The tender deadline was 23 June 2025 at 3pm; the enquiry deadline was 16 June 2025 at 3pm; and the award period ended on 13 August 2025. Three valid bids were received, including one from an SME. Evaluation weighted total contract price at 75%, proposed methodology at 15%, and supply-chain and contingency management at 10%. Previous experience was the technical selection requirement.
