Summary of the contracting process

The "Workforce Transformation Solutions Framework Agreement" by the Countess of Chester Hospital NHS Foundation Trust, a prominent public authority, aims to revolutionise public sector workforce management through digital transformation. Located in Chester, UK, the procurement process is at the award stage, having been successfully completed via open procedure. The contract, signed on 16th December 2025, is valued at £96 million gross, with an initial duration until 2027 and a potential extension to 2033. Businesses were invited through this framework agreement to provide a blend of expert guidance, innovative technology, and comprehensive managed services aimed at achieving operational efficiency, enhanced service quality, and significant cost reductions across UK public sector organisations. Key CPV classifications include time accounting, payroll management, human resources consultancy, and recruitment services, with an extensive list of eligible users provided in the ITT pack.

This framework presents a substantial growth opportunity for businesses specialising in workforce digitalisation, particularly those offering integrated solutions in human resource management software, consultancy, and payroll services. SMEs such as AppLocum Limited, along with larger firms like Liaison Financial Services Limited and VE3 Global Ltd, have already secured positions within the framework, demonstrating the viability for diverse organisations to compete. Contract awards can be direct from a catalogue evaluation or through further competition, allowing flexible engagement pathways suited to firms of varying scales and capabilities. Participation across these segments opens avenues for suppliers to engage with all NHS bodies and UK public organisations, making it a robust platform for market expansion and sustained business development in public service transformation.
