Summary of the contracting process

The Ministry of Defence plans to procure employee relocation services for civilian staff authorised to use its relocation schemes. The service supports both permanent home moves and temporary transfers. Home-move support includes selling and buying property, legal services, removals, estate agency, property marketing and assistance with a partner’s career; temporary transfers include introductory rental services. The existing arrangement also includes a guaranteed sale price for an employee’s former home, protection against market losses and help purchasing a new home. The Ministry is the principal user and contracting authority, with more than 40 other government departments and agencies currently able to use the arrangement through tailored contract terms. Services will be delivered across the United Kingdom.

This is a planned procurement at the market-planning stage, not an invitation to tender. The Ministry has undertaken preliminary market engagement, including an RFI and possible one-to-one discussions to understand industry requirements and shape the procurement. It expects an open competitive flexible procedure and plans to publish the next notice by 19 February 2027. The stated tender submission deadline is 2 April 2027, with an award decision expected by 11 June 2027. The planned contract runs from 1 December 2027 to 1 December 2030, with two optional 12-month extensions. The estimated value is £7 million excluding VAT (£8.4 million including VAT). There is one lot, and an electronic auction is planned as part of the process.

The work is suited to specialist relocation providers able to coordinate a broad, end-to-end service for employee moves and temporary transfers across the UK. Relevant capability includes home-sale and purchase support, property valuation and marketing, conveyancing, removals, surveying, rental introductions and partner career assistance. Suppliers should be prepared to deliver the more complex features described, including guaranteed sale prices, protection against property-market losses and support with purchasing replacement homes. The arrangement serves the Ministry of Defence and more than 40 other government departments and agencies, so bidders should be able to manage differing requirements and pricing through tailored contract arrangements. The Ministry has indicated that it wants to use market feedback to shape the procurement, offering relevant providers scope to inform the planned service design during engagement.
