Summary of the contracting process

Leicestershire County Council, trading as ESPO, is managing an active tender process for the procurement of a national framework agreement titled "376F_26 Library Stock". This tender, which involves the supply of 'shelf-ready' stock to libraries, falls under the category of printed matter and related goods. The procurement process is being facilitated through an open procedure and is covered by the Government Procurement Agreement (GPA). The submission deadline for tenders is set for 19 January 2026, and the anticipated award decision will be by 27 February 2026. The contract is valued at £52,800,000 and is divided into two lots, focusing on adult and children's library stock. The procurement process is managed through the EastMidsTenders eProcurement Portal, with the contract period set to start on 1 April 2026, covering a two-year span with options for renewal.

This framework presents significant opportunities for growth for businesses capable of supplying library services and books, particularly those with competitive pricing and high-quality service delivery. It is particularly suitable for small and medium-sized enterprises (SMEs) due to the inclusion of lots that require diverse book categories such as adult fiction, non-fiction, children's fiction, and non-fiction. With an open procurement method and the inclusion of additional service opportunities, businesses that can offer quality printed products and services at competitive prices will find valuable opportunities to establish long-term relationships with public sector organisations across the UK. Furthermore, the arrangement allows for a further competitive selection process, enabling a level playing field for all competent suppliers within the framework.

ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Procurement Act 2023 or other public procurement legislation.
