Summary of the contracting process

Sheffield City Council has completed the procurement process for an insurance policy for maintained schools for the year 2025/2026. The contract, titled "Schools Insurance 2025/2026", falls under the industry category of insurance services (CPV code 66510000) and covers the region of UKE32, which includes Sheffield. The procurement method was 'limited' with a direct award to Zurich Municipal, recognising the absence of competition for technical reasons. This award procedure, without prior publication of a call for competition, was finalised on 26th March 2025, with the contract signed on the same day. The value of the contract is £573,000 GBP.

This tender presents significant opportunities for businesses in the insurance sector, particularly those specialising in tailored insurance solutions for educational institutions. Companies that can offer innovative risk management and insurance strategies without the need for competitive tendering may find similar opportunities. The focus on a fixed per pupil cost model with no excess highlights the importance of flexibility and bespoke solutions in the market. Businesses experienced in providing specialised public sector insurance services and capable of meeting stringent technical requirements will be well-suited to engage in such procurement processes.

Notice Description

Insurance policy for maintained schools for 2025/2026

Procurement Information

Discussions have taken place with the other insurers in the market and none of these companies offer or are willing to offer a fixed per pupil cost model with no excess and without the exchange technical underwriting information. This would therefore fall under an exception through Clause 50 of the Public Contracts Directive 2014 (EU/2014/24) which provides that where the situation of exclusivity is due to technical reasons, they should be rigorously defined and justified on a case-by-case basis. They could include, for instance, a near technical impossibility for another economic operator to achieve the required performance, or the necessity to use specific know-how, tools or means which only one economic operator has at its disposal. Technical reasons may also derive from specific interoperability requirements which must be fulfilled in order to ensure the functioning of the works, supplies or services to be procured. As the Council cannot leave schools uninsured this direct award would fall under this section as currently there is only one economic operator it has at its disposal who can deliver the services to our requirements.
