Summary of the contracting process

Orkney Islands Council procured balance-of-plant construction works for two community wind farms in the Orkney Islands. The requirement covers the civil and electrical works needed before wind-turbine installation, including project and technical management, health and safety coordination, site facilities, permits, site design, clearance and excavation, access roads, crane pads, turbine foundations, substations, cable ducting, installation and commissioning. It also includes maintaining and protecting installed works during construction, removing materials and equipment, and completing snagging and defects work. The awarded requirement concerns Quanterness Wind Farm on Mainland Orkney, north-west of Kirkwall, where six approximately 4.8 MW turbines are planned. The wider procurement also included Faray Wind Farm on the uninhabited island of Faray, with marine offloading facilities and six approximately 4.8 MW turbines.

The Quanterness lot was awarded to Heddle Construction Ltd, an SME, through a selective restricted procedure. The award is active and the contract was signed on 24 August 2026. The contract value is £14,053,315.27. The original estimated value for this lot was £7,000,000, with a planned contract duration of 720 days. The tender closed on 27 August 2025, and shortlisted candidates were due to be invited to the second stage on 5 September 2025. Evaluation was based on technical quality weighted at 40% and price weighted at 60%. Up to two lots could be bid for, and variants were not allowed. Two bids were received for Quanterness, including one from an SME; both were submitted electronically. The award involves subcontracting.

This procurement demonstrates demand from Orkney Islands Council for an integrated balance-of-plant contractor able to deliver major civil engineering and electrical infrastructure for wind farms before turbine installation. A credible future competitor would need to coordinate design clarification, construction management, health and safety, permits, site facilities, earthworks, access roads, crane pads, reinforced-concrete turbine foundations, substations, cable ducting and commissioning. Capability in remote-island logistics and construction would be important, particularly where works involve difficult access, marine interfaces or protection of completed installations. The successful supplier’s SME status indicates that the requirement can be delivered by a suitably capable smaller business, potentially supported by specialist subcontractors. Relevant experience should cover renewable-energy infrastructure, electrical power works, construction quality, defect resolution and safe delivery across multiple workstreams.
