Summary of the contracting process

Middlesbrough Council has procured planned preventative maintenance and associated remedial work across its operational and commercial estate in Middlesbrough. The services cover general electrical work; specialist electrical work; gas mechanical services; fire-protection mechanical services; and general mechanical services. This is building-installation repair and maintenance work, organised into five service lots. The contracts are intended to maintain the council’s buildings and address associated repairs. Suppliers with one or more of these electrical, gas or mechanical maintenance specialisms are within the scope; the lots distinguish general from specialist electrical services and separate the mechanical disciplines.

ANELEC GROUP LIMITED received the general electrical services lot, valued at £350,862 excluding VAT (£421,035 including VAT). CDR M&E SERVICES LTD received the specialist electrical, fire-protection mechanical and general mechanical lots together, valued at £195,999 excluding VAT (£235,199 including VAT). DFP SERVICES LIMITED received the gas mechanical services lot, valued at £85,204 excluding VAT (£102,245 including VAT). Each contract runs from 1 April 2026 to 31 March 2029, with two possible 12-month extensions by agreement, up to 31 March 2031. The open competitive flexible procedure used two stages. Price, quality and social value were assessed; price carried 70%, quality 20% and social value 10% on all lots except gas mechanical, where quality carried 55% and price 35%, with social value at 10%.

A review of feedback received has been carried out and a proposed Lotting structure issued. A further review of feedback on the Lotting structure is in process with a view to issue the revised Lotting structure and the proposed specification prior to publication of the Above Threshold procurement.
