Summary of the contracting process

The procurement process facilitated by Norfolk County Council, under the "Framework Agreement - South Home Care" initiative, aims to assemble a robust framework of providers to deliver essential home support services across South Norfolk Primary Care Networks (PCNs). This tender, identified by the procurement ID NCCT43045, proceeded through a competitive flexible procedure and has transitioned from the planning stages to the award stage as of 16 January 2026. Worth a gross total of approximately £52.6 million, the procurement is segmented into four active lots—Mid Norfolk, Breckland, Kett's Oak, and SNHIP—and attracts contributions mainly from SMEs, with significant involvement of public authorities in the UK regions of UKH15, UKH16, and UKH17. The key contract period starts on 1 April 2026, with provisions to extend through until 31 March 2036, facilitating extensive coverage over a significant timeline.

This framework tender is an avenue for diverse growth opportunities for businesses in the health and social work sector. Businesses ranging from SMEs to larger suppliers are encouraged to explore participation, leveraging their expertise in social work services without accommodation. As the tender specifically focuses on distributing 30% of the required service hours to framework providers, smaller and mid-sized enterprises have a substantial opportunity to engage and expand their operations whilst contributing significantly to local communities. Companies that demonstrate strong performance monitoring and adaptability to operational challenges would thrive in this setting. Additionally, direct award or competitive further competitions provide flexible paths for businesses to secure contracts, making it an appealing proposition for those looking to expand their influence within the Norfolk care network.
