Summary of the contracting process

The Greater Manchester Combined Authority, in collaboration with Greater Manchester Police (GMP), is planning the procurement process for delivering the Police Constable Degree Apprenticeship (PCDA) programme. This contract aims to engage Higher Education Institutes (HEIs) with Degree Awarding powers to integrate into GMP's existing student officer training team. The procurement process is currently in the planning stage, with a market engagement event scheduled for 22nd May 2025 at GMP premises. Interested parties must express their interest and book a place by contacting Ali Cordrey via email at procurement@gmp.police.uk. The overall project spans services within the higher education, specifically adult education at university level, and is planned to start on 1st April 2026 and end on 31st March 2031, with potential renewals up to 31st March 2033.

This tender represents a significant opportunity for HEIs specializing in high-quality teaching and adult education services at the university level to collaborate with GMP's student officer training team. By partnering on the delivery of the PCDA programme, HEIs can benefit from integrating their academic learning and assessment capabilities with GMP's operational training facilities. Businesses with a proven track record in higher education services and adult university level education will find this contract particularly suitable. Furthermore, providers willing to engage in the development and support of GMP's training estate will find this an attractive opportunity to expand their educational services in the public sector, thereby contributing to the growth and professional development of future police constables.
