Summary of the contracting process

Leidos Supply Limited sought a supplier for military dog food for the UK Ministry of Defence. The requirement covers the supply of pet food across the United Kingdom. It was planned as a framework agreement, with Leidos managing the requirement as part of its defence logistics work for the Ministry of Defence. This is a goods supply opportunity for manufacturers, distributors and specialist animal-feed suppliers able to provide food that meets military dog nutritional requirements. The planned framework was for four years, from 31 January 2027 to 30 January 2031, with an estimated value of £2 million excluding VAT (£2.4 million including VAT). Questions were due by 24 April 2026 at 17:00, and bids by 6 May 2026 at 23:59. The evaluation required pass marks on all qualification questions, at least 60% on weighted technical questions, and compliance with nutritional requirements across every line item; prices were assessed for bids passing earlier stages.

The requirement suited suppliers able to deliver military dog food across a UK-wide supply chain, with the capacity to support a multi-year framework. Bidders needed to submit technical data sheets demonstrating that every product met the specifications and minimum nutritional requirements, including additives, across all line items. A failure against any required product could disqualify the bid. The staged evaluation also required acceptable responses to every pass/fail qualification question and a minimum 60% score on weighted technical questions before price was considered. Prices had to be firm, excluding VAT, and include delivery duty paid and any volume or business discounts. Tender samples could be requested from suppliers that passed the first two stages and ranked among the four lowest-priced bids at the third stage. The procurement ended without a contract award because no tender met the minimum technical requirements.

Team Leidos are proud to be delivering the logistics commodities and services transformation (LCS(T)) Delivery partner contracts (LCS (T)/0001 dated 16.4.2015) on behalf of the UK Ministry of Defence (MoD) (the 'Prime Contract'). Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together 'Team Leidos'). This requirement is subject to the Public Procurement Regulations and respective advertising action. The Food Team, which forms part of Leidos Supply Ltd. is considering the potential requirement for the supply of Military Dog Food on behalf of the UK MoD. The total estimated value for this Framework Agreement will be between PS1,000,000 and PS2,000,000, with a total length of 4 Years. In addition, please note that as a framework agreement there is no guarantee of business.
