Summary of the contracting process

Northern Trains Limited procured technical support and spares supply for the maintenance and overhaul of its fleet of 58 Class 195 rolling stock units. The requirement covers all spares and consumables, including stock-level planning, supplier and supply-chain management, procurement, logistics, delivery to depots, and the repair, overhaul and replacement of spares. It also includes professional engineering and technical advice, support for onboard systems, software updates and integration with the Train Control Management System. The provider supplies the staff needed for procurement, logistics, supply-chain management, supervision and technical support. Spares are delivered to depots, while technical and additional services are provided wherever needed across the Northern Network. The procurement covers rolling stock and railway rolling-stock parts and equipment.

The procurement has been awarded through a direct award under the utilities regime, using a single completed lot. CAF Rail UK Limited was selected as the original equipment manufacturer, based on its technical knowledge, established spares supply chain, intellectual property and know-how. The award date was 17 April 2025, following a standstill period ending 30 April 2025. The contract was signed on 31 March 2025 and runs from 1 April 2025 to 1 April 2035. Its value is £211,029,260 excluding VAT, or £253,235,112 including VAT. The contract is active and the tender is complete. Performance reporting for 15 April 2025 to 14 April 2026 assessed the maintenance plan, initial technical-support arrangements, and joint spares and maintenance protocol as below the required performance level.

This opportunity shows demand for a long-term original-equipment-manufacturer or specialist rail engineering partner able to support an entire train fleet rather than provide isolated parts. A credible competitor would need demonstrable design and manufacturing knowledge for the relevant rolling stock, control of or access to dependable spares and consumables supply chains, and the ability to manage procurement, inventory, logistics, depot delivery, repairs, overhauls and replacements. It would also need experienced engineering staff able to advise an operator on operational requirements, onboard systems, software updates and train-control-system integration. The requirement calls for organisational capacity across procurement, supply-chain management, logistics and technical support, supported by suitable intellectual-property rights or know-how. The reported performance issues underline the importance of robust implementation planning, governance and joint maintenance-management processes.

CAF TSSSA Class 195 rolling stock units

Notice Description

Direct award of a contract for the provision of technical support and spares supply (TSSSA) services that will be provided in the course of the Contracting Authority's maintenance of the fleet of 58 Class 195 rolling stock Units. The Service Provider will be the Supplier of all spares and consumables required for the maintenance and overhaul of the fleet. The services started on 01/04/25 and will continue for a period of 10 years. Under this agreement, the Service Provider shall provide: * the Spares Supply Services during the Maintenance Period (period from the Commencement Date to the termination or expiry of this Agreement) * the Initial Technical Support Services from the Commencement Date until the ITSS Expiry Date (01/04/2027) * the Secondary Technical Support Services from the ITSS Expiry Date until the expiry of the Maintenance Period. The Service Provider shall provide: * the Spares Supply Services at the Depot; * the Technical Support Services, Secondary Technical Support Services and Additional Services at such location as shall be necessary in the context of the services being provided at any location within the Northern Network. The Spares Supply Services include, but are not limited to: The Service Provider's responsibility for the management and delivery of all Spares to the point of delivery, including any requirements relating to delivery at the Depots, including: * establishing the levels of Spares to be held to allow the Operator to maintain the Units in revenue earning service; * the setting up of suppliers and supply chains to maintain the provision of Spares; * procuring all Spares (other than the Owner Owned Spares); * the logistics required to support the Spares supply; and * the repair, overhaul and replacement of any Spares The Service Provider will be responsible for the provision of all staff required to support the provision of the Spares, including: * procurement personnel; * logistics personnel; * supply chain managers; and any related management or supervisory staff. Under Technical Support Services the Service Provider shall provide the Operator with professional engineering and technical support and advice to support the Operator's operational requirements. The contract may be novated or assigned by Northern Trains Limited to Train Operating Companies, or to DFT Operator Limited (company number: 07141122) or any successor parent company to a Train Operating Company, following a corporate restructuring or similar circumstance. Where used throughout this notice, the meaning of Train Operating Companies includes all and any of those train operating companies who, currently or in the future, provide services for the carriage of passengers by railway: a) under a franchise agreement with the Secretary of State within the meaning of section 23(3) of the Railways Act 1993 or b) under, or secured under, the Secretary of State's duty in section 30(1) of the Railways Act 1993; or c) in accordance with legislation which supersedes or amends the powers referred to in a) and b), including where such powers are transferred from the Secretary of State to another body. Procurement Information

CAF are the original equipment manufacturer for this type of fleet. CAF therefore have all the technical knowledge around how this train was designed and manufactured. They have the supply chain in place that covers spares and overhauls and own certain IPR and have certain know-how. As part of the supply of technical services CAF are providing support for our on-board systems including software updates and integration with the TCMS (Train Control Management System).
