Summary of the contracting process

Public Services Delivery Scotland, through NHS National Services Scotland’s procurement function, bought single-use disposable probe covers for Cardinal Health Genius tympanic thermometers. The covers are dedicated for use with that thermometer model and are supplied for distribution to NHS Scotland health boards, special health boards, the Authority and other participating public bodies, including integrated joint boards and, where applicable, hospices and Northern Ireland trusts. Delivery is to the National Distribution Centre in Larkhall, Scotland. This is a specialised medical consumable requirement rather than a general thermometer supply: the products must be compatible with the specified Genius device. The central purchasing arrangement serves multiple participating healthcare organisations, with the distribution centre acting as the delivery point.

The procurement is complete and the contract was awarded to Cardinal Health UK 432 Limited. The Authority used a limited procedure without a prior competition because the covers are dedicated to the Cardinal Health Genius thermometer. The sole stated award criterion was price, and the tender recorded one bid. There was one lot, although its status is recorded as cancelled while the process and awards are shown as complete and active. The first recorded contract is valued at £246,000; a later contract record gives a value of £738,000 and records an increase to the framework value because health board demand rose year on year. The contract was signed on 18 March 2025. The later contract period is recorded as 1,080 days; the procurement description refers to a 24-month term and a 12-month extension period.

For suppliers assessing similar NHS Scotland requirements, the key commercial feature is product specificity: a credible supplier needs access to single-use covers designed exclusively for the Cardinal Health Genius tympanic thermometer, with the ability to supply a central distribution point serving multiple health bodies. The recorded increase in framework value, attributed to rising health board demand, indicates that dependable supply capacity and the ability to respond to growing aggregate requirements matter. The buyer selected Cardinal Health UK 432 Limited through a direct limited route justified by the dedicated nature of the consumable, and price was the stated evaluation basis. A future competitor would therefore need a compatible product and a competitive price, alongside the operational capability to fulfil central deliveries for participating healthcare organisations.
