                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: his modification for an additional 3 years support and maintenance, and an increase to the overall contract value of PS1.1m meet the conditions of Reg 72(1)(c) that states: (c) where all of the following conditions are fulfilled: - (i) the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen; (ii) the modification does not alter the overall nature of the contract; (iii) any increase in price does not exceed 50% of the value of the original contract or framework agreement. This modification is now required as a consequence of the EdIS procurement competition to deliver a replacement EMS solution being terminated. EA requires continued use of the current solution until such times as a replacement is procured, developed, tested and goes live."
