Summary of the contracting process

The Historic England (HE) Video Supplier Framework aims to establish agreements for video content creation and editing services, split into two lots: full video production and video editing. Managed by Historic England, a public authority in Swindon, this procurement falls under the services category, utilising a competitive flexible procedure. The procurement stage is 'Award', with the contract period lasting from 27th October 2025 to 25th October 2027, with a potential one-year extension. Historic England applies a selective procurement method, ensuring suppliers are engaged through a framework agreement involving mini competitions with evaluation criteria balanced equally between price and quality. The video production industry, especially those focused on creative development and video editing, represents the core service area, with the contract valued at £600,000.

This framework provides significant opportunities for businesses within the media production industry, particularly small and medium-sized enterprises (SMEs), to secure work through competitive bidding and direct awards. Companies with expertise in creative video development, editing, and production—ranging from traditional film techniques to modern digital editing and enhancements like animation and social media cuts—will benefit. The opportunity encourages businesses to leverage their geographical advantages, unique artistic approaches, and efficient turnaround capabilities to gain a competitive edge. Engaging in this framework allows companies to expand their portfolio, collaborate with a national public authority, and enhance their market presence under a trusted framework structure.
