Summary of the contracting process

Torus62 Limited established a five-lot legal services framework supporting the Torus Group’s operations in the North West of England. The procurement is complete following an open procedure, and all five lots were awarded on 5 December 2025. Contracts were signed on 27 January 2026. Lot 1, Development and Specialist Property Transactions, was awarded to Sharratts, Capsticks, Ward Hadaway, Weightmans, Penningtons Manches Cooper and Brabners for £2,400,000 gross. Lot 2, Sales and Routine Property Transactions, went to Sharratts, Ward Hadaway, Weightmans, Forbes, Brabners and Capsticks for £1,920,000. Lot 3, Corporate and Finance, was awarded to Anthony Collins, Capsticks, Penningtons Manches Cooper, Devonshires, Forbes, Brabners, Anthony Collins’ second listed entity and Devonshires’ second listed entity for £480,000. Lot 4 went to Anthony Collins, Capsticks, Weightmans and Anthony Collins’ second listed entity for £240,000. Lot 5 went to Capsticks, Shakespeare Martineau, Clarke Willmott and Brabners for £1,440,000. Contracts run to 31 January 2030, with optional extensions recorded for the framework arrangements. Each lot was evaluated 60% on quality and 40% on cost, and SMEs were eligible to participate.

This award shows sustained demand from a housing group for external legal capability across property, corporate finance, employment and HR, and housing management. The strongest fit is a law firm or legal services practice with demonstrable expertise in one or more of these disciplines, especially organisations able to support housing-sector operations and property transactions in the North West. The buyer’s use of a multi-supplier framework, with direct awards or mini-competitions, favours firms that can provide responsive advice for both routine and specialist instructions. Credibility will depend on strong service quality, competitive and transparent pricing, and capacity to handle work at the scale represented by the separate lots. The framework was suitable for SMEs, while the awarded supplier group shows competition from both specialist and large commercial practices.
