Summary of the contracting process

Aspire Housing, a public authority based in Newcastle Under Lyme, has initiated a procurement process in the planning stage for a Soft Market Test related to a Repairs and Maintenance Framework within the services industry category. Key dates include the due date for the initial soft market test engagement on 24 April 2025 and a future notice date on 19 May 2025. The framework aims to support Aspire Housing's Direct Labour Organisation (DLO) in responding to a high volume of repairs and maintenance work, particularly between December and April. This tender process is seeking input from potential contractors and stakeholders to help shape the final tender specifications.

This tender presents a significant opportunity for businesses specializing in repair and maintenance services to collaborate with Aspire Housing. SMEs and VCSEs are particularly encouraged to participate due to the framework's suitability for such entities. Businesses with the capability to manage high volumes of varied maintenance tasks and quick turnarounds will find this tender especially advantageous. Participating in the soft market test allows businesses to influence the service model and secure potential long-term collaboration, thereby fostering growth and stability within the local industry.

Notice Title

Soft Market Test - Repairs and Maintenance Framework

Notice Description

Aspire Housing is looking to create a repairs and maintenance framework. Aspire would like to undertake a soft market test. This gives potential contractors and other stakeholders the opportunity to express their interests and feed in their views about the potential service model. Aspire will use the information to appraise options and further develop the specification/tender pack. Aspire housing has a DLO off circa 130 operatives, delivering responsive repairs, voids, planned works, grounds maintenance and damp and Mould works. Our first point of call is to deliver works using the DLO however due to volume of work, we rely heavily on sub-contractors. Hence the need for this Repair & Maintenance framework. The works are predominantly reactive, and our busiest time is December - April as we approach year end to ensure we are hitting our job target dates, which usually means a quick turnaround.
