Summary of the contracting process

Southend-on-Sea City Council had initially launched a procurement process for the "Multiple and Complex Needs Support Service" with an open procedure but later decided to cancel the tender, as confirmed in a notice issued on 27 January 2026. Notice Description

Southend-on-Sea City Council (the Council) may be seeking to appoint a suitably qualified organisation, to deliver an effective, outcome-focussed service which enables and empowers people with multiple and complex needs to overcome them and live healthy and independent lives on behalf of the Council. Further required detail on any related process will be made available in due course, if applicable. All information in this notice is subject to change depending upon the future defining of the Council's requirements, in relation to establishing best value. This includes, but is not limited to, the method used to procure the contract, duration of the contract and the possible extensions. This notice should have been published previously; however, due to an administrative oversight, it was not. Once the issue came to our attention, we took immediate steps to rectify the situation.

The purpose of the update for this Preliminary Market Engagement Notice is to provide advance notice to the marketplace for the upcoming tender opportunity and the intention of the Council to hold a preliminary market engagement session to identify potential providers to ensure the submission of strong bids. A market engagement questionnaire was issued in the first instance, aiming to support the design of the model of the new service. Following this period of analysis of responses, and to provide potential providers with more information about the upcoming opportunity, we are hosting an online Market Engagement session that will take place on Friday 30th May 2025 from 10:30am - 12:30pm. The session is advertised openly using this notice. If you would like to attend, please register your interest my emailing southenddaat@southend.gov.uk with confirmation of the name, position, email address and contact details of each attendee/s. The deadline for registration is 1pm on Thursday 29th May 2025. Important Information This Notice is for informational purposes only and is not a formal invitation to tender. Its aim is to enhance transparency and competition for the upcoming contract notice. All details provided here may be updated or changed in the final contract notice. The Council reserves the right to cancel, postpone, suspend or abort this procurement at any stage. The issue of this notice in no way commits the Council to commence the procurement process.
