Summary of the contracting process

Queen's University Belfast initiated a procurement process for a High Speed 2D Particle Image Velocimetry (PIV) System, suitable for applications such as biomedical, wind tunnel, and water flume studies. The procurement, categorised under industrial lasers, took place in Belfast, United Kingdom. The process began in an open procedure, with tender and award periods initially ending in May 2025. Despite reaching the award phase, the process was terminated, with the tender formally cancelled on 20th August 2025. The original tender's value was estimated at £1,000,000, with provisions for additional procurement elements in the future.

This procurement process presented significant growth opportunities for businesses dealing in PIV systems and industrial laser technologies. Companies specialising in innovative technological solutions for research applications, especially those supporting fluid dynamics or structural interaction measurements, were particularly well-suited to compete. The open procurement method encouraged broader participation, offering a level playing field with accessible submission methods for interested parties. Despite its cancellation, the experience offers insights for businesses to better align with future tenders of this nature, especially within the public authority and sub-central government sectors across Northern Ireland.
