860_26 Refuse and Recycling Products
Notice Description
An ESPO national framework for the provision of refuse and recycling products, including not limited to plastic wheeled bins (2 and 4 wheels), steel wheeled bins (4 wheels), steel wheeled bin maintenance, spare parts for 4-wheeled bins, plastic refuse sacks, compostable liners, kerbside containers, compost bins, and food waste containers. The Framework is divided into 12 lots: Lot 1A. Supply of Plastic 2-Wheeled Bins Lot 1B. Supply of Plastic 4-Wheeled Bins Lot 2. Supply of Steel 4-Wheeled Bins Lot 3. Steel Bin Maintenance and Repair Lot 4. Supply of Spare Parts for 4-Wheeled Bins Lot 5. Supply of Kerbside Recycling Containers Lot 6. Supply of Stackable Boxes for Waste Lot 7. Supply of Food Waste Containers Lot 8. Supply of Kerbside Recycling Bags Lot 9. Supply of Compostable Liners Lot 10. Supply of Plastic Refuse Sacks Lot 11. Lot Information
Supply of Plastic 2-Wheeled Bins
Lot 1A is for the provision of plastic 2-wheeled bins and associated products and services. For further details, please refer to the tender documents.
Options: ESPO reserves the right to add or remove units to be provided throughout the life of the contract.
Renewal: The framework agreement has the option to extend for up to a further 24 months (under normal circumstances this will be completed either in 12-month periods or in full, and is subject to the performance of the framework). Total estimated values captured in this notice include the option to extend the framework as noted above.
Supply of Plastic 4-Wheeled BinsLot 1B is for the provision of plastic 4-wheeled bins and associated products and services. For further details, please refer to the tender documents.

Planning Information
Suppliers are being engaged with via a Request for Information questionnaire (accessible on the eProcurement Portal / ProContract as a Public Message, once an Expression an interest has been completed, see also below for further details on how to access this) to: • Identify potential suppliers in the market • Obtain feedback on ESPO's proposed procurement methodology • Determine whether localised Social Value can and/or will be provided to framework users • Determine whether the market is prepared for carbon reduction plans to be included as a condition of participation for the procurement • Understand the market's capacity to meet the framework requirements • Determine whether there have been any changes or developments in the market since ESPO last went out to tender • Identify any potential risks in the market For the purposes of this Preliminary market engagement (PME), please express your interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for tender opportunity '860_26 ' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Please access the Messages area/section of the eProcurement Portal (ProContract / EastMidsTenders - Messages can be accessed via the Activity dashboard once an Expression of interest has been completed) for any further communications on this preliminary market engagement, including the RFI documentation. In the case of any questions or clarifications relating to this PME, these should also be submitted to ESPO as a Message on the eProcurement Portal (again once an Expression of interest has been completed). Economic operators should note that this is a preliminary market engagement exercise (and NOT a competitive tender process at this stage). The participation of an economic operator in this preliminary market engagement will not constitute any contractual agreement between the respondent and the Contracting Authority/Client. An economic operator's participation, or lack of participation, in this preliminary market engagement shall not impact the ability of the economic operator to participate in any resulting tender exercise. Economic operators should note that any interest indicated does not constitute a commitment to participate in any future tendering exercise.

"description": "It should be noted that the Framework could be used in a number of ways where refuse and recycling products are required. Customers wishing to buy Goods via the Framework will do so in the following way(s) in accordance with section 45 of the Procurement Act 2023 (and any subsequent amendment or re-enactment thereof): Call-off without competition 'Calling-off' Goods from a Supplier identified who is a) included in the Framework; b) suitable for meeting the Customer's specific needs, and; c) identified as offering the most advantageous solution to the Customer's requirements, based on the information provided to Customers. Call-off with competition (Further Competitive Selection Process) 'Calling-off' by conducting a further competitive selection process amongst those Suppliers identified in the Framework as being able to provide the required Goods. This means that not all competitive selection processes will necessarily include all the Suppliers - a customer will only invite those Suppliers that are included in the Framework for the particular type of contract required. Customers will assess the suppliers as set out in the terms and conditions of the Framework. Please note that once this Framework is established, the right is reserved by the Customer when running a further competitive selection process, to invite the Suppliers to participate in an eAuction. When assessing proposals submitted under a further competitive selection process, Customers may include conditions of participation to assess Suppliers' technical ability to perform the contract as part of the competitive selection process as determined according to the Customer's own particular circumstances. Any assessment of Suppliers' proposals under a further competitive selection process must be based only on some or all of the award criteria that were used to assess tenders when the framework was awarded. Customers may refine these criteria, for example, by including additional sub-criteria or by explaining the criteria further. All Goods provided under the Framework will be provided and delivered directly to the Customers, in accordance with instructions given to the Supplier at the time of placing the order. Liability for payment of the Supplier's invoices will rest solely with the Customer, as appropriate in each case. ESPO Trading Limited Second Framework: ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Procurement Act 2023 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Procurement Act 2023 or other public procurement legislation. Accordingly, this is provided for tenderers information only.",
