Summary of the contracting process

Colchester City Council has completed the procurement process titled "Procurement of Wheeled Bins for the new Recycling and Waste Service", with IPL PLASTICS (UK) LTD awarded the contract as the supplier. This procurement falls under the waste and rubbish containers and bins industry category, with an expected delivery location in Essex. The procurement used an open procedure method and is part of a significant transformation initiative to modernise recycling services in Colchester. The rollout of new recycling wheelie bins and non-recyclable waste wheelie bins is scheduled from May 2026 to March 2027, with bidders confirming costs and minimum order quantities until March 2029. The contract was signed on 17 April 2026 for a value of £2.4 million.

This procurement offers substantial business growth opportunities for companies specialising in manufacturing and supplying waste management products, especially small and medium-sized enterprises (SMEs) within the UK. The procurement method allows for call-offs without competition, presenting suppliers with a straightforward way to engage with public sector organisations across the UK. SMEs skilled in producing waste containers and recycling equipment are well-positioned to compete in this sector, benefiting from ESPO's national framework, which covers diverse product supply needs, including wheeled bins, spare parts, recycling containers, plastic refuse sacks, and compost bins. ESPO’s network extends beyond local authorities, including educational establishments, emergency services, NHS bodies, and social landlords, facilitating wide-ranging business avenues for framework participants.
