Summary of the contracting process

The procurement process spearheaded by Cardiff Council has successfully moved into the award stage for the "Period Dignity Programme," aimed at providing free period products across schools and communities within Cardiff and the Vale of Glamorgan. This initiative, conducted under an open procedure, has culminated in partnerships with suppliers like Eco Hygiene, Lyreco, and & Sisters. The procurement, falling under the goods category, was officially dated 12th June 2026. It was structured as a framework agreement accessible to local councils, including Newport, Monmouthshire, and Torfaen, with each having estimations on annual spending within the framework. The programme is vital as it seeks to ensure dignified access to necessary personal care products, aligning with the Welsh Government's funding stipulations, which require annual reviews for potential contract extensions.

This tender presents significant opportunities for businesses, particularly those involved in the production or supply of personal care products. SMEs and large enterprises alike stand to benefit from engagement in this government-backed framework due to its potential for long-term engagement and the recurrent nature of supply needs. The variety of lots—covering eco-friendly sanitary products to educational materials—opens the door for a diverse range of suppliers who can offer innovative and sustainable solutions. With the risk of funding fluctuation, businesses that are agile and can provide value-driven solutions are best suited to thrive in this evolving contract landscape.
