Summary of the contracting process

The Secretary of State for Health and Social Care, acting through the UK Health Security Agency (UKHSA), has completed a procurement process for the purchase of sachets intended for radiation dosimeters. The contract for this provision, titled "Purchase of Sachets for Radiation Dosimeters," has been awarded to TLD Sachets Limited. The procurement was initiated with a direct award method, justified by the technical requirement that only TLD Sachets Limited could fulfill. The contracting process is fully completed as of 8th December 2025, with the contractual period commencing on 28th November 2025 and lasting until 31st May 2027. This procurement falls under the goods category and pertains to the health industry, specifically the delivery of dosimetry services within the United Kingdom.

This contract presents business growth opportunities, particularly for small to medium enterprises (SMEs) like TLD Sachets Ltd, as their specialised skills in producing radiation dosimeter sachets are recognized and valued by a central government agency. By meeting the UKHSA's specific technical criteria, businesses operating within the health security sector, and particularly those capable of providing tailored, high-tech solutions for dosimetry services, could leverage similar future opportunities. This procurement also illustrates the demand within the public sector for specialized products and may encourage potential suppliers who can meet such unique specifications to engage more thoroughly in preliminary market engagement processes for forthcoming tenders.

Notice Title

Purchase of Sachets for Radiation Dosimeters

Notice Description

UK Health Security Agency (UKHSA) has awarded a contract to TLD Sachets Limited., for the purchase of stalls, headbands and wristbands.

Planning Information

Following a lack of alternative supplier interest to earlier notice, UKHSA intends to award a contract to its incumbent supplier for the provision of sachets for radiation dosemeters (extremity finger stalls and head bands). The sachets are required for the Personal Dosimetry Service based at Chilton. UK Health Security Agency (UKHSA) provides personal dosimetry services (PDS) which measure the amount of radiation exposure received by workers. The service is provided to users of ionising radiation in a variety of sectors, e.g. medical and nuclear, which measures workers’ radiation doses by means of dosemeters or “badges”. UKHSA recently issued a Request for Information (RFI) for these requirements with the only response coming from the incumbent supplier. This indicates that they are the only supplier capable of meeting UKHSA’s requirements. If you feel that you may have a solution which could meet our requirements then we welcome you to make us aware. Please email Science.Tendering@ukhsa.gov.uk Subject: TLD Sachets by no later than 5pm on 9th June 2025.

Procurement Information

No other suppliers can meet our technical requirements as set out in the specification document.

The Personal Dosimetry Service (PDS) of UKHSA provides measurement and recording of doses to radiation workers. The clients of this commercial service are radiation employers in a variety of sectors (from medical to dental and general industry). Measurements are made by means of personal dosemeters or \"badges\" that are worn by the employee for a period before being returned to UKHSA for processing and reporting. The service issues over 500,000 dosemeters a year, serves 6,500 employer sites and covers over 90,000 workers. Supplier failure would affect the Personal Dosimetry Services ability to deliver its core radiation monitoring services and would negatively impact radiation workers in several sectors. Given this, the Contract Manager will attend meetings with the supplier to discuss KPIs and the any issues with the goods or their delivery.",
