Summary of the contracting process

The Secretary of State for Health and Social Care, operating as part of the UK Health Security Agency (UKHSA), has completed a direct award contract with TLD Sachets Limited for the provision of sachets for radiation dosimeters. This contract is crucial for the Personal Dosimetry Service in Chilton, which supports sectors such as medical and nuclear by measuring workers' radiation exposure. The procurement process, effective from 14 November 2025 to 14 May 2027, falls under the 'goods' category and the contract was awarded for a gross amount of £224,278.20 GBP. Located in London, UKHSA utilised a direct procurement method following thorough due diligence and a lack of alternative supplier interest.

This procurement presents significant opportunities for TLD Sachets Limited, an SME, to reinforce its market position as a specialist supplier for radiation dosimeter components. The contract highlights the potential for SMEs specialising in radiation safety products to engage with public health agencies. Businesses focusing on the development and manufacture of safety equipment for nuclear, medical, or industrial use could find similar tenders beneficial for business growth, especially within public service contracts requiring niche expertise and products.

Provision of Sachets for Radiation Dosimeters

Notice Description

UKHSA intends to award a contract to TLD Sachets Limited for the provision of sachets for radiation dosimeters (extremity finger stalls and head bands). These are required for the Personal Dosimetry Service based in Chilton. UK Health Security Agency (UKHSA) provides personal dosimetry services (PDS) which measure the amount of radiation exposure received by workers. The service is provided to users of ionising radiation in a variety of sectors, e.g. medical and nuclear, which measures workers' radiation doses by means of dosemeters or "badges".

Planning Information

Following a lack of alternative supplier interest to earlier notice, UKHSA intends to award a contract to its incumbent supplier for the provision of sachets for radiation dosemeters (extremity finger stalls and head bands). The sachets are required for the Personal Dosimetry Service based at Chilton. UK Health Security Agency (UKHSA) provides personal dosimetry services (PDS) which measure the amount of radiation exposure received by workers. The service is provided to users of ionising radiation in a variety of sectors, e.g. medical and nuclear, which measures workers’ radiation doses by means of dosemeters or “badges”. UKHSA recently issued a Request for Information (RFI) for these requirements with the only response coming from the incumbent supplier. This indicates that they are the only supplier capable of meeting UKHSA’s requirements. If you feel that you may have a solution which could meet our requirements then we welcome you to make us aware. Please email Science.Tendering@ukhsa.gov.uk Subject: TLD Sachets by no later than 5pm on 9th June 2025.

Procurement Information

The Authority has carried out appropriate due diligence to confirm our understanding that TLD Sachets Limited are the only Supplier capable of meeting this requirement. A preliminary market engagement notice was published via Find a Tender which provided Suppliers with ten working days to respond. TLD Sachets Limited, the incumbent Supplier, were the only Supplier to respond. Additionally, an earlier tender in 2023 elicited only one response from the incumbent Supplier. UKHSA Legal instructed a second round of preliminary market engagement, clarifying our intention to directly award this requirement in lieu of interest from additional Suppliers which allowed ten working days for responses, which again elicited no response from the market.
