Summary of the contracting process

The Cardiff and Vale University Health Board's procurement for Car Park Management Services, originally initiated by the NHS Wales Shared Services Partnership, has experienced several updates, ultimately leading to its cancellation due to legal challenges. Initially announced in July 2025 and conducted under an open procedure, this contract aimed to appoint a service provider to deliver efficient parking management for the Health Board's facilities in Cardiff, United Kingdom. By May 2026, after concluding an award update with a planned commencement date in February 2026, the award decision was rescinded due to legal objections. The buying organisation, under the governance of Velindre University NHS Trust, has communicated its intention to re-tender the contract and will announce subsequent steps soon. Notable dates and procedures include the award update on 21st January 2026 and the eventual contract cancellation notice published on 22nd May 2026.

This procurement process presents promising opportunities for businesses specialising in car park management, particularly those with experience in the healthcare sector or large-scale parking solutions. It benefits companies that are adept at delivering comprehensive parking services with a strong customer focus. The contract's value was initially estimated at £140,000, with provisions for extension. This type of public procurement can be especially advantageous for SMEs, such as those identified in the original tender, providing a platform for sustainable growth and visibility within the public sector. The intention to reissue the tender allows businesses a renewed chance to compete by showcasing innovation, efficiency, and compliance with regulatory standards.
