Summary of the contracting process

Leeds City Council awarded a contract titled "Non-Housing Planned Maintenance Works" aimed at conducting non-housing planned maintenance across the council's estate. The procurement process, completed in September 2025, involved an open competition below the threshold to establish a closed framework with five contractors. The contract, valued at £4 million over two years without extensions, covers maintenance works within the construction industry in the Leeds area (region UKE42). The contract period is scheduled from 1st October 2025 to 30th September 2027.

This procurement opportunity presents significant business growth potential, particularly for SMEs in the construction sector. The selected framework enables contractors to participate in a structured allocation of maintenance projects, ensuring a steady pipeline of work. Companies with strengths in delivering quality construction works and offering competitive pricing, especially those compliant with social value assessments, stand a good chance of thriving under this framework arrangement. The open procurement method also ensures that businesses operating below the threshold can competitively partake in such significant governmental works.
