Summary of the contracting process

Gentoo Group is planning a construction consultancy framework to support its capital investment, asset management, compliance, development, property maintenance and building safety programmes across its housing portfolio. The services cover clerks of works, including high-rise and development or new-build work; mechanical and electrical engineering; principal designer services under CDM and the Building Safety Act, including high-rise and development or new-build work; project management; structural engineering; and employer’s agent services. This is construction, engineering, surveying, safety and project delivery consultancy rather than construction work itself. Delivery is across Gentoo’s housing portfolio in Sunderland and elsewhere in the United Kingdom. The framework is divided into the proposed service disciplines and specialist variants, giving relevant firms the option to focus on their established area of expertise.

The procurement is at the planning and preliminary market-engagement stage; it is an intention to procure, not an invitation to tender. Gentoo expects to publish the tender opportunity on 2 November 2026, subject to approvals and procurement timescales, with the framework expected to operate from 1 June 2027 to 31 May 2031. The estimated value is £5,000,000 excluding VAT and £6,000,000 including VAT. The proposed arrangement is a framework agreement, with one planned lot covering the listed consultancy disciplines and specialist variants. The buyer has scheduled market engagement, seeking expressions of interest by 31 October 2026 to understand interest across the proposed service areas. Evaluation methodology, call-off arrangements and detailed lot requirements will be set out in the tender documents.

This will suit construction consultancy practices able to provide one or more of the listed professional services, particularly firms with experience in housing investment, asset management, property maintenance, development, building safety or compliance programmes. Relevant capabilities include site inspection and quality assurance through clerk-of-works services; mechanical, electrical, structural, energy and building-services engineering; construction health and safety design; project and programme management; employer’s-agent services; and design or technical support for high-rise, development and new-build schemes. The proposed lots are marked as suitable for SMEs and voluntary, community or social enterprises, so smaller specialist practices may be well placed to participate. Interested organisations should prepare for registration on the Genbuy Procurement Portal and the Government’s Central Digital Platform before the tender is published, and identify which service areas they can credibly deliver.
