Summary of the contracting process

The Maritime and Coastguard Agency intends to procure services for its next-generation Command and Control Programme (C2P). The programme is intended to improve resilience, interoperability and situational awareness for maritime incident management, pollution response and front-line search and rescue. It will use technology to support better decision-making, strengthen operational performance and improve outcomes for people served by the agency. The scope covers information technology services, information systems, software packages and software implementation. Delivery will take place across the United Kingdom. The anticipated partner or partners will help provide a modern, resilient and insight-led operational capability, potentially involving system design, software, implementation and related technology services.

This procurement is at the planning stage and the buyer is conducting preliminary market engagement, not inviting tenders. It expects to publish a tender notice by 28 May 2027. The planned single lot has an estimated value of £70 million excluding VAT (£84 million including VAT). The anticipated contract period is 1 May 2028 to 30 April 2032, with a possible extension to 30 April 2035; renewal is contemplated. The Maritime and Coastguard Agency will use engagement to shape requirements, understand solutions and delivery approaches, identify risks and capacity, and refine its procurement strategy. An industry day is planned for 7 October 2026 in central Southampton. Registration is expected by 2 October, with clarification questions due by 12 October. Participation requires signing a non-disclosure agreement.

This will suit technology suppliers able to design, supply, integrate and support resilient command-and-control or wider mission-critical information systems. Relevant strengths include software implementation, interoperability, operational data and situational-awareness solutions, incident management, pollution-response systems, search-and-rescue technology and secure, dependable service delivery. The buyer is seeking insight into available and innovative solutions, practical delivery models, market capacity, risks and constraints, so suppliers with strong solution architecture, systems integration, change delivery and public-sector or safety-critical experience should prepare to contribute. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, as well as larger technology partners. Interested organisations should be ready to explain their capabilities, capacity, delivery approach and innovations during market engagement; this stage is for consultation and preparation rather than bidding.

Notice Description

The Maritime and Coastguard Agency (MCA) intends to undertake preliminary market engagement (PME) to consult with suppliers in relation to the MCA's next generation procurement of its Command and Control Programme (C2P). The C2P aims to improve resilience, interoperability, situational awareness, and support for maritime incident management, pollution response and front-line search and rescue operations. The MCA's vision is to create a modern, resilient and insight led capability that harnesses technology, improves decision making, strengthens operational performance, and delivers better outcomes for those we serve. The MCA's objectives for the PME are: * help shape its requirements and specification; * understand available solutions and potential delivery approaches; * understand opportunities and innovation opportunities; * understand perceived risks and constraints; * alert the market of the upcoming opportunity and provide the likely role and responsibilities of the next generation C2P partner(s); * develop its approach to the procurement; * identify suppliers that may be able to deliver the C2P and understand capacity in the market; * gauge the level of market interest; * elicit feedback on the MCA's objectives and programme to assist the MCA to refine its approach. The MCA reserves the right to amend any of the information contained within any of the PME materials and documents prior to the publication of the Tender Notice and commencement of any procurement process.

Planning Information

This preliminary market engagement is being carried out pursuant to Section 16 of the Procurement Act 2023 (Act). Please see ‘Description’ above for the MCA’s PME objectives in relation to this PME exercise. The MCA will be holding an Industry Day for interested parties, where the MCA will present the C2P opportunity. The Industry Day event will be held on Wednesday 7th October 2026 at 09:30, in a hotel in central Southampton. Organisations interested in attending the Industry Day should confirm their attendance via a clarification response through the Procurement Portal, where the location and parking information will be confirmed. Please note, the MCA reserves the right to limit attendance to 1 attendee per organisation, in the event that the Industry Day is oversubscribed. The Industry Day will include: • an overview of the C2P project; • context and objectives; • discussion of the challenges and business needs that the MCA is seeking to address; • opportunities for supplier engagement and feedback; and • an outline of the anticipated next steps. The Industry Day will be chaired by Mark Bradley, the Executive Director for Major Projects and Senior Responsible Owner for the C2P project. The MCA, throughout the Industry Day, is keen to listen and learn from industry, through interactive and dynamic sessions. The focus will be on open dialogue, enabling suppliers to share their perspectives, experiences, and innovative ideas to help inform the MCA's understanding of the market in the context of the C2P project. This Industry Day is intended to give the MCA insight into the market, help inform MCA thinking and achieve the PME objectives. Attendees will gain a deeper understanding of MCA's strategic direction, operational challenges and future requirements, helping suppliers assess potential opportunities and shape future engagement. PME materials used throughout the Industry Day which contain further background and information on the C2P opportunity, including the C2P project objectives will be provided on the Procurement Portal – available free of charge at https://dft.app.jaggaer.com/, following the Industry Day. Interested parties who cannot attend the Industry Day will still be able to access the PME materials, via the Procurement Portal or by request via Contracts@mcga.gov.uk, following the Industry Day. Participants and interested parties will be required to sign a Non-Disclosure Agreement (NDA) to either register for the event or access the PME materials. With consent, after the event we also intend to issue the contact details of all supplier attendees and suppliers who registered their interest. Please note, the MCA reserves the right to undertake additional PME in respect of the C2P project. Clarification questions should be submitted via the Procurement Portal. The deadline for the submission of clarification questions, raised by interested parties, is 13:00 on Monday 12 October 2026. It should be noted that participation or non-participation in the PME exercise will not preclude any organisation from participating in any future tender process. All interested parties should be aware that information pertaining to the PME process, including clarification questions and responses, will be shared in a suitably anonymous format during the PME and as part of any future tender process regarding this project. If a party considers information it provides as confidential or commercially sensitive, this should be highlighted to the MCA, via the Procurement Portal, for the MCA’s consideration. The MCA will not accept blanket statements of confidentiality or commercial sensitivity. All correspondence about the event should be sent through the Procurement Portal (Jaggaer).
