Summary of the contracting process

The Scottish Government has commissioned a contract for a "Portfolio of Compensatory Measures for Seabirds," involving survey services under CPV code 79311000. The project encompasses several lots, each focused on different aspects such as predator control, habitat management, and marine litter removal, with an overarching aim to support seabird populations. The procurement process, handled through an open procedure, saw active contracts as of 2026 with notable suppliers such as NIRAS Group (UK) Ltd, ABPmer, and APEM. While the contracts span primarily within the UKM region, each lot comes with options to extend their term, some until as late as August 2026. Important dates include the initial start dates around August 2025, with completion expected by mid-2026 for each segment.

This tender opens avenues for businesses engaged in environmental management, marine biology, and conservation consultancy, offering them a chance to collaborate with a government entity and deliver substantial ecological impact. Companies with expertise in surveying services and a strong environmental track record would be well-positioned to compete, given the selection criteria heavily emphasising technical quality alongside price. The planned execution of these measures requires tailored and innovative approaches, creating opportunities for companies with unique specialisms in sustainability, habitat restoration, and waste management to play a pivotal role in a high-profile project with lasting ecological benefits.
