Summary of the contracting process

Carmarthenshire County Council has established a First Aid Training Framework to deliver a range of first aid training courses, including Paediatric Emergency First Aid at Work, First Aid at Work, and Emergency First Aid at Work. This open competition tender was completed and awarded under the procurement stage 'Award,' with a total framework value of £240,000, set below the threshold. The procurement process followed the 'light-touch' regime and was intended for services, specifically fitting within the education and training sector, classified by CPV code 80000000. The framework agreement commenced on 9th December 2025 and is scheduled to run until 8th December 2028, with an optional extension for a further 12 months. This contract covers training delivery locations within the UK's UKL14 region, primarily at Council premises such as libraries, schools, and care homes.

Business opportunities arising from this framework are significant for organisations specialising in education and training, particularly those capable of providing bespoke first aid courses. The framework allows for a ranking approach where the top provider is given preference for capacity allocation, making it suitable for SMEs and voluntary, social, and community enterprises interested in extending their service offerings within the public sector. With provisions to include specialist content, businesses that can deliver tailored training on issues like anaphylaxis management or managing catastrophic bleeding will find this framework particularly beneficial. Therefore, entities with expertise in these areas and the ability to handle multiple training sessions simultaneously on different venues hold a competitive edge in this procurement arrangement.
