Summary of the contracting process

The City of Liverpool College established a closed subcontracting partnership framework for education and training services. It covers delivery of qualifications and programmes in Liverpool and the wider Liverpool area. The three service areas are higher-education subcontracting, the non-devolved Adult Skills Fund, and Free Courses for Jobs funding for health and social care courses. The framework is intended for suitable training providers working with the College, which retains responsibility for ongoing quality assurance. Providers deliver the funded learning and associated student outcomes under the College’s arrangements. This is a light-touch public-sector education opportunity, relevant to colleges, independent training providers, higher-education organisations and specialist providers able to deliver funded adult, higher-education, health or social-care training.

The procurement is complete and has been awarded through an open procedure for a closed framework. The original lot values were £600,000 gross for higher-education subcontracting, £75,000 gross for the non-devolved Adult Skills Fund and £360,000 gross for Free Courses for Jobs. The original framework period was 1 August 2025 to 31 July 2029, with evaluation weighted 60% quality, 30% delivery plan, 5% environmental and corporate responsibility, and 5% equality, diversity and inclusion. Awards dated 16 July 2025 went to Rare Liverpool and The Game Assembly for higher education (£894,472), Sysco Business Skills Academy and Orangebox Training Solutions for the Adult Skills Fund (£92,780), and Sysco for Free Courses for Jobs (£400,000). Those contracts were signed in August 2025 and completed in July 2026. Further awards dated 19 June 2026 cover 2026–27 delivery: Sysco (£33,000) and Sysco (£330,000), plus 2027–28 higher-education awards to The Game Assembly (£596,700) and Rare Liverpool (£115,575). The Adult Skills Fund and Free Courses for Jobs contracts were terminated on 17 and 25 August 2026 respectively, recorded as completed.

This procurement shows recurring demand from the College for subcontracted education and training delivery across higher education, adult skills and health and social-care courses. The awarded suppliers were small and medium-sized enterprises, indicating that the requirement can suit specialist providers as well as larger organisations.
